Yes. Four 4K outputs is the maximum; it runs equally well with one, two or three screens and supports mixed resolutions. The layout is configured to your installation.
No. Because the graphics are integrated on the APU rather than a separate card, there is no added component or extra heat source display capability is delivered within the same passive thermal budget as the rest of the range.
Choose the AMD Mini when several high-resolution screens are central to the deployment. The Intel Mini is the better fit for the most compact single-display or headless installations.
